Battered state vows to solve Mexican security woes (Reuters)

MONTERREY, Mexico (Reuters) ? Despite suffering one of the worst attacks on civilians in Mexico for years, the state of Nuevo Leon is undaunted because it believes a radical police overhaul will soon start winning the drug war.

President Felipe Calderon declared three days of mourning after at least 52 people died on Thursday in an arson attack on a casino in Nuevo Leon's capital Monterrey, a wealthy city that increasingly has fallen prey to the ravages of drug cartels.

Hundreds of protesters staged a demonstration outside government buildings in Monterrey on Sunday, calling on governor Rodrigo Medina to resign.

Local media reported that two people had been arrested in connection with the attack. State and federal authorities could not immediately be reached for confirmation.

In an interview with Reuters, Nuevo Leon Interior Minister Javier Trevino said the state had a plan to beat organized crime -- starting with getting rid of half the police force, much of which had been corrupted by money from cartels.

"There are some municipalities here that used to have 800 (police officers) and now they have 80. Why? Because we started cleaning up and firing people and putting them in jail," Trevino said late on Saturday. "Then we started from scratch."

In 2009, when Medina became governor of Nuevo Leon, one of Mexico's richest states, the municipal and state police numbered around 8,000, said Trevino.

Today that total has fallen to around 3,500, but Nuevo Leon aims to rebuild the force and raise the number of officers to 14,000 by the time Medina's term ends in 2015.

Still, rooting out corruption in the police has taken time, and the past two years have seen a sharp rise in drug-related killings in Nuevo Leon, notably in Monterrey, which was once seen as a role model for Latin American development.

Many locals blame Medina for the jump in fatalities, and organizers said Sunday's protest was the biggest to date against the governor.

"Impunity and crime have just increased under him," local businessman Juan Romo said, after joining in shouts of "Medina, out, Medina out!"

The situation in Nuevo Leon has coincided with a surge in violence across Mexico since Calderon sent in the army to crush the cartels when he took office in December 2006.

In response to Thursday's attack, Medina ordered a probe into local casinos, saying 12 in Monterrey were illegal and that no new licenses would be issued in the state.

BETTER PAY

Trevino insisted the state government was unfazed by the latest setback and that Nuevo Leon was ready to start putting its money where its mouth is on better policing.

From 2011, minimum salaries for police officers have risen to 14,000 pesos ($1,120) from 9,000 pesos a month, he said.

"If you go and see other states it'll be around 6,000 or 7,000 pesos," Trevino added. "Plus we're paying benefits of 1 million pesos on (life) insurance."

Local businesses and universities have also been brought on board to try and help make Monterrey's streets safe again.

Nuevo Leon's overall strategy, which includes stepping up coordination between federal and state authorities, judicial reform and investment in social programs, could serve as an example for the rest of Mexico, Trevino said.

"It's very ambitious but it's the only way out. You're not going to solve the security problem with bullets alone," he said.

TI Automotive Breaks Ground for New Plant in Georgia

TI Automotive will invest million to build a new manufacturing facility in Hart County, Ga., to produce automotive fuel-tank systems.

The plant initially will manufacture blow-molded plastic fuel tanks and filler pipes for vehicles built in nearby southern states by BMW and an Asia-based automaker.

Groundbreaking ceremonies for the 145,000-square-foot plant in the Gateway High Tech Industrial Park took place July 1. TI Automotive executives joined municipal, county and state officials for the program. The industrial park is located off Interstate 85 at Exit 177 in northeast Georgia.

Site preparation, including grading and installation of water and sewer lines, began last month at the 25-acre plot. Construction is scheduled to begin within the next several weeks. The TI Automotive plant initially will employ 100 people and produce 350,000 automotive fuel-tank systems annually.

Hiring will begin in March 2005 with the beginning of training and prototype assembly. A majority of the new employees will be hired locally. Training for many of the facility?s high-tech operators will be provided by the state?s Quick Start program through North Georgia Technical College.

Brian Lindsay, TI Automotive managing commercial director for Global Fuel Systems, said the company expects to reach full production of fuel-system components for the two automakers in 2006.

The TI Automotive site in the regional Gateway High Tech Industrial Park was developed through the Joint Development Authority of Hart, Franklin and Stephens counties in part through a State of Georgia Edge Grant of 0,000 funded through the OneGeorgia agency.

Officials on hand for the groundbreaking ceremonies included Craig Lesser, commissioner of the Georgia Department of Economic Development; Mike Beatty, commissioner of the Georgia Department of Community Affairs, and Nancy Cobb, executive director of the OneGeorgia Authority. They were joined by Buddy Glazner of Georgia Power and Jack Edmunds, chairman of the Joint Development Authority of Hart, Franklin and Stephens counties.

?We?ve been most heartened by the warm reception and the strong spirit of cooperation we?ve had in making our site selection,? noted Lindsay. ?And we welcome the opportunity to play our part in the growth of Hart, Franklin and Stephens counties.?

Georgia Governor Sonny Perdue said, ?TI Automotive?s continued investment in Georgia means more jobs for our citizens and further demonstrates that our state is a great place to do business. I am pleased to see that another one of our existing customers is expanding its business operations in Georgia.?

TI Automotive will lease the Gateway Park site from the tri-county Joint Development Authority. Incentives provided through the State of Georgia include state job tax credits totaling ,000 per employee per year during the facility?s first five years of operation. TI Automotive can effectively spread out the state income tax credits over a 10-year period.

?This all-new facility will have two blow-molding press lines with an annual capacity to produce one million fuel tanks,? said Manouchehr Kambakhsh, TI Automotive vice president of Global Advanced Engineering, who took part in the groundbreaking ceremony. ?The plant will use an innovative blow-molded filler-pipe process, a first for a North American automotive supplier.?

The Hart County plant will be the first TI Automotive facility to incorporate the assembly of fuel tank components, filler pipes and tanks under one roof.

In order to succeed in life, we learn early on the techniques of negotiation. We start negotiating as babies, knowing that when we coo in a certain way, we get a favorable response. When we say mama or dada, our parents respond with smiles, hugs and kisses, so we begin to learn that if we give others what they want, we will get what we want. As we get older, we start learning how to negotiate verbally. Our parents tell us that if we eat our vegetables, we will make them happy and we can get a toy (or whatever makes us happy). Or, if we do what they want, such as cleaning our room, we get a certain CD that we have wanted. As we mature into adolescence and early adulthood, we find that art of negotiation comes in handy when we want something more substantial. For example, we will do anything in order to get our own car and will offer to do things for years to come in order to have that special transportation. As adults, we have already learned that negotiation is the basis for acquisition. In business, negotiation is used multiple times daily in order to attain whatever is necessary to make a deal. In marriage, negotiation becomes the art of staying together, and when marriages don?t work out, we see that our negotiation skills are what we need in order to get out of the marriage as intact as possible. It appears that negotiation is central to our lives, since we find that we are forever negotiating in one form or another. So is there a difference between negotiation and mediation, or are they the same?

Negotiation* is defined as:

1.conferring, discussing, or bargaining to reach agreement

2.to make arrangements for, settle, or conclude (a business transaction, treaty, etc.)

3.to transfer, assign, or sell (negotiable paper)

4.to succeed in crossing, surmounting, moving through, etc.

Whereas, Mediation* is:

1.The act of mediating; intervention.

2.The state of being mediated.

3.The act or process of mediating; friendly or diplomatic intervention, usually by

consent or invitation, for settling differences between persons, nations, etc.

To recap, negotiation is the art of reaching an agreement with another party through discussion and compromise, and mediation is ending a disagreement between at least two parties by use of a middle person not having anything to do with the disagreement. We use negotiation regularly in everyday life, but we use mediation only when we can?t come to an agreement with the other party directly. While both methodologies employ similar aspects, mediation utilizes a more formal protocol.

In our everyday lives, we employ negotiation in order to help facilitate what we want and to make our lives easier. In a marriage, the art of negotiation is paramount to allowing the marriage to continue. When marriages can?t continue, for whatever reason, it is usually a sign that the negotiations have broken down, and mediation becomes necessary in order to allow the marriage to either continue or end. Counselors serve as objective third parties (mediators) with appropriate training who essentially assist the parties in finding answers and in learning to negotiate their problems. When counseling doesn?t work, which means the parties no longer wish to negotiate their issues, then mediation is the next step, orchestrated by Family Mediators who assist the parties to negotiate the marriage?s end and allow the participants to continue with their separate lives.

Ending a marriage by mediation allows the participants to leave the entity with a measure of respect and an enhanced ability to move on with their lives. While ?moving on? is very difficult for most people who have been married many years and who elect to end the marriage, it is a necessary and meaningful result. Those people who can?t ?move on?, are strongly urged to get counseling to assist them in their new roles.

PHOENIX (AP) ? For the third time this summer, a giant wall of dust swept over Phoenix and parts of central Arizona, turning the sky brown, delaying flights, and knocking out power to thousands.

National Weather Service meteorologists said a thunderstorm packing winds of up to 60 mph pushed the dust storm toward the Phoenix area about 6 p.m. Thursday.

Weather officials say such massive dust storms, also known as haboobs in Arabic, only happen in Arizona, Africa's Sahara desert and parts of the Middle East because of dry conditions and large amounts of sand.

Some incoming and departing flights at Phoenix Sky Harbor International Airport were delayed about 40 minutes because of the storm, according to airport spokeswoman Julie Rodriguez. She said take-offs and landings resumed at Sky Harbor about 6:50 p.m.

The dust storm swept through Pinal County before it headed northeast toward Phoenix.

Salt River Project officials said that at the peak of the storm 3,500 of its customers were without electricity, mostly in the Queen Creek area southeast of Phoenix, but power had been restored to nearly everyone by 11 p.m.

Power lines landed on top of several cars and one elementary school bus in Pinal County, but county spokesman Elias Johnson said there were no reported injuries and everyone got out safely including the four students on the bus.

It was the third major dust storm to hit the Phoenix metro area since last month. A storm on July 5 brought a mile-high wall of dust that halted airline flights, knocked out power for 10,000 people and covered everything in its path with a thick sheet of dust. Another dust storm hit July 18 reaching heights of 3,000 to 4,000 feet, delaying flights and cutting off power for more than 2,000 people in the Phoenix metro area.

Pollution levels skyrocket during dust storms and create even more breathing problems for people with asthma and other similar conditions.

Becoming a home stager was a natural evolution for Debbie Fiskum who worked with her husband doing ?fix n flips? and rentals in Denver, Colorado before taking the Staging Diva Home Staging Business Training Program and starting her business, Perfect Home Staging Denver.
